Dr William SCHIPPER

Dr. William Schipper serves as Dean and Professor in the School of Business at Stratford University. He received his Ph.D in Educational Administration and School Law from the University of Utah, an MA in Education from the University of the Pacific, and a BA in Political Science from Chico State University in California.

Dr. Schipper has been Executive Director of the National Association of State Directors of Special Education in Washington DC and Executive Director of the International Learning and Technology Center in Baton ouge, Louisiana. He has received several national and state awards for achievements in special education as a lobbyist and consultant.

He has edited or developed dozens of administrative manuals for state and local administrators, edited a nationally circulated newsletter, and was publisher of two nationally circulated news journals. He has provided consultative or technical assistance services to all 50 state education agencies and dozens of school districts in the US. Other clients include the FBI National Academy, the US Small Business Administration Minority Enterprise Division, and Emory University in Atlanta. He has also been co-owner of a small business and has designed a technology centered Charter High School which was approved by the Louisiana State Board of Education.

Dr. Schipper has been a high school teacher and a university track and cross country coach and served for nine years as an Academic Dean with Strayer University
